President Taft told Congress he did not approve Postmaster Hitchcock’s plan to buy and operate all telegraph lines as part of the postal system. He argued private enterprise should run public utilities under regulation unless a clear public benefit justifies government control.
John D. Rockefeller is seen daily on the golf links and country roads around Augusta despite occasional bad weather. The report places him in Augusta, Georgia, on February 23 amid the stormy conditions.
San Francisco reports Chinese aviator Tom Gunn was fatally injured when his plane plunged about 100 feet at the Emeryville aviation meet. The accident occurred at the Emeryville track where the craft failed during the display.

Mrs. Thomas Biernard of Utica New York visiting North Adams reported a missing valuable ruby. Her three year old son Teddy developed a severe cold and loss of voice and doctors found the ruby lodged in the boy's nose.

Mexico City reports two hundred rebels seized Zumpacua cam killing twelve and looting twenty four thousand dollars. Rebels gathered near Zapolatec nine miles from the capital demanding surrender then retreated to the hills. Elsewhere federals repelled a rebel detachment near Tepic killing thirty as 1700 rebels with artillery advance on Chihuahua.

In a coastal storm, the Old Dominion liner Madison collided with the Norwegian steamer Hippolyte Dumeis near Norfolk. The Madison crew was landed safely while Captain Hulphers stayed aboard as the vessel lies in 40 feet of water with its saloon desk awash.
