Premier Lloyd George told the House of Commons that Britain would back a central allied authority at Versailles with executive powers. He defended the Robertson plan changes and warned he would resign if the Commons rejected the policy, noting Rawlinson would represent Britain on the supreme council.
London reports say Russia yields to German demands with Lenine and Trotsky signing a peace that accepts Berlin’s terms as German forces seize Dvinsk and Lutsk. Indemnity valued at 4 billion dollars is cited, while reports claim Bolsheviks flee toward Riga amid war upheaval.

War Office announces three coordinated raids on the Flanders front near Houtholst wood and south of Lens, plus action near Arras at Epehy. Prisoners taken in all raids, with heavy German casualties in the Flanders operation. Canadian, Lancashire and Yorkshire units also engaged with several prisoners captured.
Helens February 20. Montana senate concurred in the rituals resolution from the house ratifying the federal prohibition amendment.
Eight soldiers from Company A ordnance corps were seriously injured when a stove led to a blaze that destroyed the barracks and adjacent latrine at Camp Dodge. Over 100 soldiers jumped from second story windows. several suffered burns or sprains from the leap. Names of the eight seriously hurt and other injured are listed. service records were ruined and enlistment places uncertain.
Michael Schramm, arrested in Bridgeport Conn, admits killing Rev A N Kayser in 1015 near Gary Ind, stating robbery as motive. He also claims other Chicago crimes and the murder of a Chicago area police chief, with accomplice driven by remorse. Forbis confirms the confession after Christmas Eve admissions.
Military orders urge troops to fight a German advance toward Petrograd and to destroy property during retreat as the war continues.
Petrograd will be defended to the last extremity as Russian army and fleet are ordered to resist the Germans. Troops hold all positions and a systematic effort will destroy property of value to the enemy if retreat toward the capital becomes necessary. The move follows German demands in peace talks with the Bolshevik government.
Reports debate whether Kayser was killed by pro ally sympathizers or by a personal enemy. Some parish members who bought land Kayser promoted are noted as affected by the controversy surrounding his fiery pro German utterances.
British airmen claimed success after aerial operations Sunday and Monday near the Rhine. Ten German planes were destroyed and six disabled as bombs fell on various targets. London reports say gun defenses were highly effective, fending off the raid with intense anti-aircraft fire for forty minutes before the attackers withdrew toward the east coast.
Four American soldiers were slightly wounded in action on February 12. General Pershing advised the War Department. The wounded are Privates Frank M. O’Brien of Hamilton Montana, Frank Siminski of Carleton Michigan, Cook Henry Dien of Bowdon Massachusetts, and Engineer Charles A. Clokus of McAdoo Pennsylvania.
Lieutenant Commander Robert M. Dutton United States Navy retired died in Colorado Springs from tuberculosis contracted in Belgium while aiding Herbert Hoover in the Belgian relief commission. His home was San Francisco.
