Congressman Champ Clark captivates the House for a ninety minute speech on tariff policy and President Roosevelt. He mocks the President's belligerent persona while praising Roosevelt's character and arguing party loyalty amid partisan noise. He notes Roosevelt's virtues and faults without hysterical adulation.
A bill to make common carriers liable for injuries to interstate and foreign commerce workers due to carrier negligence or equipment defects. It allows damages even with the employee's contributing negligence, with juries apportioning fault, bars considering contributing negligence if law violations by the carrier are involved, and requires the defendant to pay the plaintiff and appeals attorney fees.

Inspector Stuart of Chicago pursues the case as it is believed proof of the senders will be found. She claims union opposition led to harassment and she was daubed with vile names after refusing to join a union and leaving her factory job on August 4.

Six bronze tablets from the Rock Island arsenal Illinois were placed on monuments in Tientsin to honor United States soldiers and sailors who died during the Boxer outbreak of 1901. Colonel Webb C. He warned against state socialism and noted enforcement of existing laws, as crowds packed Harmonie hall and Lincoln club events greeted him during a busy day with Gov Warner and other officials.
Wisconsin caucuses name delegates to the state convention for confirmation as the party vows to send a solid delegation to the national convention in Denver in support of William J. Bryan. The convention was called to order.
At the Davidson theater State Chair HH Hanson introduced temporary chairman John F Doherty of LaCrosse. Doherty delivered a strong Democratic address declaring Republican policy as adopting Democratic ideas. He closed praising William Jennings Bryan as the standard bearer. Delegates will choose at large delegates and a platform will be adopted as the convention proceeds.
Ex-Governor Frank S. Black of New York and Representative Henry T. Bannon of Portsmouth were the main speakers at the Home Market Club dinner at the Hotel Somerset. Black criticized the administration while praising protectionist policy, and Bannon urged preservation of a tariff for home industries.
John Grant an unemployed printer leapt from the Brooklyn Bridge into the East River on a truck ride. He landed among floating ice 200 feet below and was rescued by a tug crew. He survived with minor injuries and is under arrest on a suspected attempted death by own action.

Spencer Indiana February 14 report says all alleged new crews connected to the murder of Thomas Mills near Quincy have been investigated with no results. Sheriff Perry Slinkard and Deputy Ora Cassady returned from Quincy saying a schoolboy did not find a strap bearing the initials T. M.
Springfield Feb 14 The Ogles direct plurality primary bill has been delivered to Governor Deneen. It is referred to Attorney General Stead for his opinion on its constitutionality as are all other bills in the session.

United States Marshal Perry has sworn 250 deputies to protect life and property in Fairbanks Alaska. Rioters and strikers have been dispersed and the safety of all men in camp is guaranteed. The saloons are closed.
The graf case against W. Stewart, superintendent of the city fighting it, was dismissed by the criminal court for insufficient evidence after being indicted for certifying false payrolls.
