The House approved a reform aimed at taxing imitation butter and regulating renovated butter. The bill, modified from the agriculture committee version, imposes a 10 cent per pound tax on oleomargarine imitation and sets strict inspection branding rules for renovated butter with penalties for violations.
Washington Feb 13 The memorial of the Federal party of the Philippine Islands sent to the senate argues for defining the future status of the islands under the Paris treaty and urges Congress to replace military rule with a civil administration as in two provinces currently at peace. It notes two provinces remain in war and cites that inhabitants desire a definite civil regime promulgated by Congress.

Duluth Minnesota February 12 Judge Daniel A Dickinson died shortly after 5 am at his home after a lingering illness of more than two years. At his bedside were his wife and daughters Mrs A W Speyers and Miss Anna Dickinson and his son Ashley. He was 61 years old.
Five workers at the Red Jacket shaft of the Calumet and Hecla mine faced a deadly accident when a 3000-gallon water boiler hoist nearly toppled over as brakes failed. The engineer reversing the engine at the last moment halted the hoist, saving the men from being crushed.
District Judge Holmes ordered the state board of medical examiners to issue certificates to graduates of the 8.8. Still College of Osteopathy in Des Moines. The board had refused based on a self described unsatisfactory standard, despite a statute saying certificates should go to schools in good repute.

Albert Dempsey, a young man with a police record, was shot in the head by Patrolman Nelson early Saturday while he and Frank J. Hines resisted officers. Dempsey died soon after at the emergency hospital on Seventeenth Street in front of Hines' home.
