Paris reports the Society of Nations formally comes into existence at noon as Wilson and the committee approve the first draft of the constitution. The event is described as Wilson’s major pacific achievement with plans for a plenary address to present the draft for adoption.
Congress moves to pass a vast war contracts settlement bill valued at about 2.75 billion dollars. Senate and house conferees agree to drop the commission plan, keep mineral contracts in the benefits, and authorize settlements by government officials with appeals to the federal court of claims.
Reports from Omsk say the Soviet government accepts Japanese offers of troops money and arms to suppress Bolshevik dissent. Japan reportedly seeks an iron and coal concession in Priamur in return amid fears of Allied withdrawal and recognition of the Bolsheviks at Princes' Island.
Five armed men robbed the Liberty State Bank on Franklin Avenue in Minneapolis shortly before ten in the morning escaping with cash and securities. Initial tallies placed the loot at about $25,000. In Muskegon Michigan Dr M W J Hotvedt was shot in his private office and died within forty five minutes. the shooter remains at large.
The House sustained Mann’s objection to introductory paragraphs in the three year naval program, effectively sidelining the plan. Garrett of Tennessee upheld the objection that authorizing work without an appropriation was improper, putting the project in jeopardy. Padgett pushed to restore funding with an amendment for capital ships, while a Rules Committee move and Miller’s substitute for 210 million dollars to build ten battleships surfaced. The chamber adjourned after brief debate with votes pending on the Padgett amendment and Miller substitute.
The federal constitutional amendment for woman suffrage failed in the U S Senate with 55 votes for and 29 against. Advocates remained hopeful for success in the next Congress as supporters gathered in a crowded chamber to witness the final test of the session.

Seattle and Butte report mass return to work as general strike ends in Seattle with public services reopening including schools and theaters. Butte martial law ordered to secure city finances as troops guard mines and car barns amid ongoing labor tension and picket restrictions.
Chicago dispatch reports 54 radical agitators moved toward deportation from an Atlantic port after a Seattle strike aided by W W leaders and Spokane figures. The group, including three Seattle ringleaders and five alien convicts, is being sent back as undesirable citizens amid Pacific coast unrest.
The report says deportations arouse ire among anarchists and protests against authorities. Filings indicate authorities vow to end troublesome demonstrations as opposition grows.
Acting Secretary of State Polk comments on a constitutional amendment for prohibition and the process requiring three fourths of states to certify. He notes uncertainty if states have completed the ratification and explains the proclamation hinges on that step. Berlin February 11 Theobald von Bethmann Hollweg German imperial chancellor at the outbreak of the war reiterates his willingness to appeared before an impartial tribunal to account for his stewardship of Germanys foreign policy in a letter to the Kreuz Zeitung. He states the condition that both sides submit complete records.
Tokyo warns Peking that China must cooperate at the peace conference and refrain from revealing secret China Japanese agreements. Failure to comply would invite stronger Japanese financial pressure on China.
