Washington reports detail Cabinet discussion on Cuba constitutional questions and the push for an extra congressional session. A proposed joint resolution by Senator Platt outlines five US demands on Cuba, including protection for Spaniards, debt repudiation, war cost reimbursement, and a US controlled naval base.
In the Senate Spooner offered an amendment to the army appropriation bill granting the president authority to establish civil government in the Philippine islands. The measure would vest military civil and judicial power required to govern in such persons as the president directs with a right to alter or repeal franchises, protecting inhabitants liberties and property.
In Washington on February 9 the senate failed to reach a final agreement on a shipping bill and took up naval appropriations with no action. An executive session occurred but no night session was held. The house approved 184 private pension bills and a general pension bill for widows of soldiers who remarried after the rebellion and now rely on their own labor for support.
Washington reports Minister Wu declined to attend the Society of the Genesee banquet in New York citing General Otis as guest of honor. The State Department has not been informed and Wu expects his letter to remain private amid comparison to past private dinners.

In Chicago on Feb 9 a herd of fifty horses being moved to the Union stock yards caused a street frenzy near Division and Clark. Over twenty people narrowly escaped harm as the frightened animals dashed through the area. Four horsemen pursued the runaways, and after miles of chase they captured all but three of the horses.
In Cincinnati witnesses testified except W A Brady who arrived from New York last night. Both sides will limit arguments and the case is to be closed tonight. Judge Hollister may rule by next Monday.
Joliet Illinois February 9 The Illinois Steel company re opens Red mill No 8 on spike iron with a partial force gradually expanding to full. The plant employs about eight thousand men. Denver February 9 A public investigation opens into bribery charges against gambling house keepers as Police Captain Arthur Martyn three detectives and a patrolman are suspended.
Charles F Emerson president of the C F Emerson Lumber company died in Dixon Illinois at age 73. He bequeathed 100000 to Castine Maine for a library and 15000 to Dixon lodge Odd Fellows for an assembly hall.
Decatur Illinois February 9 Captain Michael F Kanan commander of the first Grand Army post in America has been put forward as a candidate for department commander of the Illinois Grand Army election.
London reports that a British reply to the United States on the Nicaragua canal project will not simply accept or flatly reject Senate amendments. It will be a counter proposal likely delaying immediate construction and extending negotiations. The plan awaits Pauncefote as intermediary.
