Approval seen for some tax changes in Congress
President Johnson won assurances from a key tax writer that House action will occur on two tax bills. Wilbur Mills scheduled a vote to extend the 10 percent telephone and 7 percent auto excise taxes, while Easter timing was promised for travel tax legislation. He ruled out quick action on the 10 percent income tax surcharge, urging spending restraint instead. Fowler defended the surcharge as essential to curb inflation and protect dollar stability.
