McNamara cites Soviet ICBM rise and US superiority
Defense Secretary McNamara told Congress the Soviet Union has more than doubled its land based ICBMs in a year. He noted the U.S. still holds a 4 to 1 nuclear edge, with 1054 ICBMs and 697 long range bombers, while Moscow lags in bomber numbers and overall warhead counts. He warned growth may slow but deterrence remains intact. He also warned of increasing aid to North Vietnam from Soviet and other Communist sources, possibly reaching $1 billion, with combat forces expected to rise in the south.
