Navy officer L F Safford told the Pearl Harbor inquiry that Washington received 72 hours plus advance notice of Japan's attack. He cited a winds code message intercepted December 4 1941 and linked the attack to Pearl Harbor. He described decoding at Cheltenham Maryland and a 200 word broadcast using Tokyo circulars.
