Paris reports authoritative quarters say Japan plans a division of 15,000 troops to Korea to restore and maintain order at disturbed ports. Russia will not view this as unfriendly and negotiations proceed with amicable spirit as Foreign Minister Lamsdorf reviews Japan's reply.
London reports Japan is negotiating to buy two Chilean ships, the armored cruiser Esmeralda and possibly the battleship Capitan Prat, with price as the main issue. Baron Hayashi says Japan seeks more ships as a precaution and notes uncertainty about Russian replies and Britain’s stance. The British government and the foreign office await further word.
Rear Admiral Stirling in command of the Asiatic station cables the Navy Department that the gunboat Vicksburg left Shanghai for Chemulpo Korea where she has been ordered by Mr Allen American minister at Seoul. Riots at Chemulpo recently endangered American life and property necessitating dispatch of a warship.
