President states no intention to appoint General Leonard Wood as lieutenant general when General Chaffee retires. He says laws prevent such a jump and hints at promoting other officers instead. Statements aim to ease senate fears and influence Wood nomination action.
Washington reports Secretary Hay, after two weeks confined by lagrippe and cold, has left his bedroom and spends most days in his library handling business requiring his attention. Hoarseness lingers from a bronchial attack, recalling last winter's illness that once sent him to Thomasville for recovery. The upcoming Christmas holidays and hosting the diplomatic corps at the New Year breakfast may prevent another trip this season.
General Merriam telegraphs from Denver denying any authorization for publication on any subject. Secretary Root regards the denial as satisfactory, and the War Department will accept it as the reply to the reported interview about General Wood's proposed promotion.
Washington Dec 23. The postmaster general awarded the leather straps contract for letter carriers bundles to Headley Farmer of Newark N J. Prices for the three sizes are 4 5 and 6 cents each about one third the amount paid by A W Machen former superintendent of the free delivery system.
Remains of forty two private soldiers who died in the Philippines and were transported by the Kilpatrick were laid to rest with full military honors at Arlington National Cemetery in Washington on December 23.

Raymond S. White, prominent New York attorney, was killed when his touring car left the road near Bay Shore Saturday night. He was en route to his country home at Great River with a party of friends when the accident occurred. The crash happened on the road embankment and the vehicle plunged into a ditch. White was pronounced dead at the scene.
A man was crushed when a large auto toppled onto a farmhouse occupant near the scene. He was removed from the wreck unconscious and taken for medical attention.
Ice gorges above and below Ironton have broken and moved out rapidly. Shipping in the area remains well protected with no damage anticipated.
A power house boiler explosion at Jefferson and Geyer avenues wrecked the building. Seven boilers burst, walls fell outward and a heavy roof collapsed trapping nearly twenty workers. Three men died W Wilson steamfitter Louis Barber and Frank Steele with several injured and others feared dead.
Louis Denert appointed as receiver for the National Manufacturing company property in Indiana. Assets are about 125 000 dollars with liabilities around 175 000 dollars, part of the seventh estate failure connected to the collapse of the Indiana National Bank.
Pennington Virgin Islands. Mrs Mary A Rogers found guilty of first degree murder in the August 12 1902 killing of her husband Marcus H Rogers. The verdict carries the death penalty with alleged motive noted as love for another and desire for his life insurance.
Chief ONeill orders arrest of union pickets at funerals after a midnight procession common in the Chicago strike case. A lone funeral for John J Kelly proceeds with mourners walking to the station as authorities weigh state troop deployment to curb disruption.
Burglars forced open a safe at the Tower Hill bank and escaped with 5000 dollars in cash. They also stole a horse and buggy for their getaway, then fled the scene.
Des Moines reports Mrs T J Cummins mother of Governor Cummins died after a brief illness with pneumonia. The governor, traveling from Boston to be by her side, arrived in time as illness rapidly worsened. He had rushed to Des Moines less than ten days after receiving word of her condition.
A gang of safe blowers dynamited the Central Illinois bank at Anchor during the night. They exposed about 810,000 before telephone lines rang all at once, scaring off the attackers who had secured little loot. The event is linked to the Anti-Horse Thief association and attorney general Hamlin is a principal stockholder in the bank.
Mrs. Cummins, descended from an historic family, died at 5 am. An ancestor sang in the Mecklenburg declaration of independence. She was born in Green County, Pa., and was 77 years old. Her maiden name was Mienniken.
Des Moines reports Governor Cummins refused New Jersey’s bid to extradite Fred Shivers for wife desertion. He argues New Jersey law requires leaving the state as part of the crime, so extradition is invalid. In Philadelphia, Charles D Penstemacher a 45 year old mail fraud convict hanged himself in a county jail cell. Postal Inspector Holden notes a 30 year criminal record.
A special committee of the Manufacturer's Association of New York presents a long report on capital and labor. It discusses trusts and unions, proposes restricting immigration and creating trades schools. The board endorses the Citizen's Industrial Association of America and plans to send delegates to the February Chicago convention.
In Memphis on December 23 a chancery divorce suit was filed by Mrs Emma Coburn against Jockey Willie Coburn alleging abandonment since their marriage in Chicago two years ago. She seeks an absolute divorce and makes no alimony request.
The funeral of Frederic R. Coudert who died in Washington last Sunday was held at St. Patrick's Cathedral New York. Delegations from business institutions clubs and colleges associated with him attended the service. Low mass was celebrated by Rev M J Lavelle and Archbishop Farley gave final absolution.
Aurora reports Captain Albert Lindsay of Company I Third Illinois National Guard has been officially acquitted of all charges from a city court martial held a month ago. The charges alleged he misappropriated company funds.
Father Gilbert Revy, pastor of Hurley’s Roman Catholic church, received a second threat demanding he deposit 3100 at a Hurley cemetery under penalty of death. Police suspect two Italians as the likely perpetrators. Revy is described as wealthy.
Mrs. Caro line Collins of New Lathrop was bound over to the circuit court for trial on the charge of poisoning her hired man George Leachman in Owosso Michigan.

William Jennings Bryan was received by Czar Nicholas in St Petersburg on December 23. The emperor expressed strong friendship toward the United States and hoped good relations between Russia and the United States would remain undisturbed.
