Injunctions Against Rail Rates Penetrate Tariff Practices

The commission says injunctions to enforce published tariffs raise commodity rates actually paid by shippers, advancing prices and enabling higher future rate hikes due to railroad ownership structures. The body notes 38 formal rate proceedings this year, and urges laws to curb unsafe practices and require power brakes on at least half the cars, with general orders for over 50 percent where practical.
