John Montgomery, executive director of the Iowa Educational Broadcasting Network, urged Gov. Ray to approve an 8.1 million dollar biennial budget, aiming to 3.1 million current funding, 5.6 million for operations and 2.5 million for a 60,000 square foot production center in Des Moines Ankeny Area 11 campus.
