Chicago workers resist a company order to ban union badges claiming the rule undermines citizenship rights. About 75 000 union men wear the buttons with risks of new strikes and violence amid attacks on independents and city railway tensions.
Testimony in a state board inquiry into Ulster County almshouses alleges flogging of an imbecile inmate, misappropriation of a $400 inheritance, lack of records, and unwashed burials. Also notes a superintendent seen drunk with a female inmate in New Paltz. Elsewhere in Pittsburgh the First National Bank of Allegheny reopens after restructuring under Charles B. Speer.
Paris reports rioting erupted after a Clermont meeting of workmen protesting employment agencies. Police were badly hit by stones and missiles. Rioters dispersed as thirteen pacemen were injured at Brest, one more hurt.
Temperance sentiment among anthracite miners reduces saloon licenses in Schuylkill county. Nearly one third of the 1,100 saloon keepers are expected to go out of business next year as applications for licenses decline.

Charles Morgan Wallace, a life convict at the state prison in Thomaston Maine, killed himself with morphine after his attorney wrote that no pardon was possible. Wallace, a former Augusta resident and prominent Grand Army man, was convicted in 1885 of second degree murder for killing Deputy Sheriff Bowman following an alleged insult to his wife.
Petition filed in the United States court for voluntary bankruptcy by Dee, H, GG, Stuffler & Co. general merchandise. Liabilities total 34000 dollars. Bank of Colfax, led by president Wood, owed 15000 dollars and its bad debt is believed to have precipitated the crisis.
In Dubuque county on December 8 a priest named Father Roach was stabbed during Sunday services by Joseph Mont Gene, described as insane. The priest was wounded in the back and neck but is expected to recover.
Butler Pa December reports three more deaths from typhoid fever and several new cases noted overnight. Local health officials warned residents about outbreak risks and urged sanitation and watchful observation of symptoms.

A reckless prankster yelled fire during the six day bicycle race at Madison Square Garden causing a panic. Several hundred people rushed for exits and many fell along the track after breaking rail barriers as riders barely escaped injury.

In Washington the Fifty-eighth Congress begins regular business as Speaker Cannon adjourns the extra session. Pickney of Texas is sworn in in the House. The president will send written communication to Congress regarding lapsed nominations and pending recess appointments. The Senate adjourns for an hour before reconvening for further message readings.
Washington dispatch reports the president sent to the senate General Leonard Wood for major general and about 167 officers dependent on his promotion. Also sent were roughly 25 civilian nominees who failed confirmation, including Dr Crum for Charleston port collector. Funeral held for former Rep William M Springer Illinois at Metropolitan M I Church.
