Washington Dec 6. The Hay Pauncefote treaty sent to the senate defines exclusive U S rights over the Panama canal and stipulates construction options. It preserves neutrality by adopting rules akin to the Constantinople convention ensuring free, equal use by all nations on fair terms.
The canal shall never be blockaded or subjected to war acts and belligerents may not adjust troop movements or seize supplies there. Warships may transit with minimal delay under strict regulations, while adjacent waters and canal works enjoy immunity. Ratification must occur within six months from November 18 1901.
In Senate Washington December 6 McComas of Maryland argued Congress may punish with death for presidential murder or attempted assassination and urged deportation of alien anarchists. Hoar noted obstacles in fighting anarchist violence while proposing a global exile.
The Senate passed a bill extending the life of the Industrial Commission until February 1 to complete its work. This is the first bill approved by either house this Congress. The Senate adjourned until next Monday.

He reports arrest of William Cone a celebrated poet barber for alleged ongoing barber law violations since leaving office.
