Bainbridge Colby, secretary of state, certifies that the new article 19 of the Constitution has become valid as part of the United States Constitution. The proclamation credits leaders and all workers of the reform for guiding the country to a new era in its political life.
Washington August 27 Secretary Colby signed the proclamation declaring the Tennessee suffrage amendment ratified. The ceremony was skipped to avoid friction, signed at eight o clock in the morning at Colbys home with officials present. The White House and suffrage leaders debated the ceremony but Colby stated the action as a simple ministerial duty.
