President Truman, in a midyear budget review, lifts the 1947–48 surplus estimate to about 4.667 billion dollars but says it will be used to retire the public debt or for reserve if needed for international aid. He credits Congress with saving about 1.52 billion but notes most would be offset by higher spending.
Preliminary unverified figures from Madrid claim 800 dead and 7,000 injured in the Cadiz arsen al blast among multiple Reuters reports. Some observers fear totals could reach around 1,000 with damage estimated at about 25.6 million dollars as recovery begins beyond the devastated port city.
Gov. Robert Blue and the Iowa state conservation commission conceded friction within the agency but said no discord with the chair, and discussed surveys to improve public service. They backed rough fish extermination, river trapping success, funding for trapping, and plans to name Young’s successor after his resignation for Army service.

He also captured reserve championship and a second in Angus show with another Angus calf. Judge Paul Barger praised overall quality, saying the event could be among the state’s best. Hog auction at the armory drew strong prices led by Wilford McCreeny’s top litter at 51 per hundredweight. Auction sales of baby beeves scheduled this afternoon.

Twenty three public junior colleges will open this fall possibly reaching a history high enrollment. J P Street deputy superintendent said Britt will reopen after wartime closure and Perry will add a two year course this fall.
Interior Department notes broad public acceptance of Japanese Americans in U S communities amid discrimination reports on the West Coast. Final wartime evacuation report estimates 107000 moved, 65000 left camps for old homes, 42090 resettled in Midwest and East, and 14500 previously scattered beyond the Pacific states.
The state committee extends the appeal period to September 1 for 1947 ACP soil conservation practices. Local chair H J Witting says county committees may accept appeals for changes to better implement practices, due to floods drought and material shortages. Only farmers unable to apply approved practices should seek alternate plans by December 31, 1947.
Twenty eight Egyptian villagers drowned when a Ramadan celebration boat capsized on the swollen upper Nile at Guirga Province. Rescue teams saved 18 of 68 aboard after a river collision near West Chester. no injuries reported from the crash and vehicle damage was about 500 dollars.
Europe endures a serious drought as heat waves hit the continent. Germany reports threatened potato and cabbage crops with forecast losses unless rains arrive. Cattle losses due to fodder shortages. Britain endures 15 rainless days while Russia reports emergency harvests amid ripening crops.
In Keokuk Iowa two drownings occurred within 24 hours. Williams Dobbins aged 48 drowned while fishing in the Des Moines river after stepping into a hole. James Sledges aged 5 died after falling 14 feet from a rock wall into the Mississippi river. Efforts to save Dobbins failed, but his body was recovered downstream hours later. The Hodges boy and other children playing on the lock wall slipped under a guard rail and fell into high water, with rescue attempts failing.
A fire truck responded yesterday evening to a small outdoor blaze in the alley behind stores on the west side of the square. No injuries were reported and the fire was quickly extinguished.
