President Hoover, welcomed by Governor Byrd and Virginians in Madison, lauded fishing as a democratic, unifying pastime. He urged shorter summer presidential vacations and noted neighborly acts like lending gear, improving roads, and securing fishing rights on a mountain stream.
Sept 2 marks the opening of Washington schools for the new year with class organization and lesson assignments on that day. High school students will register next week while teachers meet Saturday at the high school to plan. No school on the second week's Monday and Tuesday due to the county teachers Institute.
At The Hague on August 17 Britain's negotiators and former allies pressed toward a fuller agreement to resolve financial and political issues from the world war. They began talks twelve days ago, working from new proposals while rejecting a note framed by France Belgium and others.
Paving of No 2 is finished and traffic opens soon as the McCarty Improvement Co starts No 63 paving between Ottumwa and Bloomfield. The last miles near Ainsworth and Washington await final touches while other roads including No 161 are surveyed for surfacing. Celebration proposed when the road opens next week.

United Press reports Manchuria authorities claim border incursions by Chinese troops and a war council meeting led by Chang Hsuei-Liang. China warns Moscow of defending its soil and seeks reparations and supplies as winter campaign fears grow.
Dr T J Pease master of the Washington lodge invites a delegation of Washington Masons to a special meeting in Ottumwa on the evening of September Judge Charles A Dewey town grand master former Washington will deliver an address. members of more than fifty lodges in southeastern town are invited to attend.
The Sun God suffered air position delays after a night over Rock Rapids unable to refuel in darkness. After three hours of attempts the aircraft headed to North Platte Nebr to refuel, while Mrs. A E Palmer of Chicago visited Mrs. J R Palmer's home. Local plans include a festival fund drive and paving updates in the county with a community celebration on cement road openings.
