Aug 16 report from British HQ notes advances of French and British forces from Albert toward Lassigny and Roye. German withdrawals and strong Allied pressure along the Somme and Oise fronts produce cross Ancre momentum, with Haig and Foch forces claiming success and substantial enemy casualties.
Berlin reports retreat as German forces evacuate areas near Puisieux and Beaumont Hamel north of Albert. Official dispatch confirms movement amid Allied advance and prisoner figures cited around seventy thousand.
London August 16 The tote amount of naval prize money awaiting division was over 45 million pounds in June with additional sums in overseas prize courts. The figure was revealed in the House of Commons by T J McNawara parliamentary under secretary to the admiralty. Distribution will reflect relative responsibility with the commander in chief allotted 2000 shares and an able seaman five shares.
General Humbert of the Third French army lauded American troops fighting with the British and French in the Picardy offensive. He told war correspondents that the Americans fight with an ardor that is unsurpassed and expressed deep admiration for their conduct in France on August 16.
Dean Edward FE Nicholson of the University of Min has been chosen as one of twelve regional directors of the student army training corps. Washington August 16 Twelve thousand white selective service men are called to the colors by Provost Marshal General Crowder. They will entrain and be assigned to three army camps Camp Upton Camp Dodge and Camp Greene with quotas by state and camp.
Washington notes a no quorum stalls starting the senate debate on a broad draft ages bill. Chairman Chamberlain reports that General Marek and General March push for rapid expansion to 3,000,000 plus 80 divisions with ages eighteen to forty-five. Baker confirms president aims to concentrate forces on the western front and speed troop movement to France.
The War Department said 2,600,000 American soldiers serve at home and abroad with 14 National Army divisions in France and 12 National Guard divisions overseas. The policy aims to deploy maximum forces to shorten the war, as Pershing reshapes field army plans. Senate sessions stalled by vacation roll calls, with a quorum short of 40. Chamberlain seeks to push the bill, aiming for action as early as next week.

Telegrams from Helsingfors quoted by the Times say the Soviet government proclaims danger to the republic. The Petrograd Soviet has moved to Kronstadt citing insecurity in the capital. Starving crowds were reported as marching on Petrograd. The fate of Moscow remains unclear, with its loss seen as a heavy blow to the rebels' cause.
Washington reports from the bureau of labor statistics indicate June food prices rose with a 2 percent jump in potatoes the largest monthly gain. For the year ending June 15 prices rose 7 percent with round steak up 5 percent and flour down 1.7 percent while bread climbed 2 percent due to higher baker wages. Over the five years to June 1 prices increased about 66 percent.
New York announces six uniformed policewomen starting duty with four more to be added for regular duty. Commissioner Enright praised the appointments as a milestone for women in policing and the welfare of giria is noted. Martha N Sayre dies at seventy two in Nantucket, her son Francis B Sayre serving in France. Burial in South Bethlehem follows the death.
Seaplanes and Naval patrol boats attacked a German submarine off Cape May New Jersey after it shelled the American schooner Dorothy Barrett. The crew abandoned ship and were landed safely at Cape May. fate of the vessel unclear. Also reports a British steamer Penistone sunk 100 miles east of Nantucket with survivors and losses.
Units push forward in a tense engagement near Rove as forces maneuver for position. Commanders report steady gains in tempo and local superiority with no immediate concessions. Civilian impact remains limited to precautionary evacuations and routine traffic delays.
Paris reports French armies near Roye advancing in 24 hours as German positions retreat. Estimates of German losses since the war began reach 6,090,000 based on military experts in Paris.
Across fronts in France and near Roye and Ribecourt news reports the British pressing toward Albert from west and south while crossing the Ancre to the north. In Paris the advance at Villers-les-Doyez foreshadows Roye’s fall as German resistance weakens on eastern hills. Meanwhile the Brazilian ship Madrugada was sunk by a German submarine off the U.S. coast with crew saved.
Amsterdam reports Vice Admiral Behneke named state secretary to the German admiralty replacing Admiral Capelle who took the post in March 116. Meineke will succeed Capelle as minister of marine in the usual designation. Capelle’s retirement had been anticipated with Berlin dispatches noting his resignation. Admiral Hatzendorff had recently retired as head of the admiralty staff after apologizing for subs sinking American transports.
Executive proclamation announces about 11 950 acres of land mainly grazing and some agricultural tracts in south central New Mexico are removed from the Lincoln national forest and restored to homestead entry. They become available for entry October 9 and for residence and other forms of entry October 16.
