A Berlin Tageblatt correspondent reports Moscow views Soviet policy as failing and Czech Slovak forces growing to 800000 with Serbian and counter revolutionary reinforcements. London dispatches say British troops reached Vladivostok to join the Usuri front amid an enthusiastic reception.
Allied forces report progress east of Fonquescourt and south of the Somme with the capture of Proyart and Gury. American units fight in Bray as French advance near Roye and Lassigny, with prisoners surpassing 40 000 and more than 700 guns taken amid rising German losses.
British artillery pounds Chauines as larger caliber guns advance. bridges across the Somme at Bethencourt come under heavy fire while air bombing from low altitude targets the Peronne district. Americans near the Somme win a small but vital hold at a key point threatening German left flank. Along the new front Germans occupy old French dugouts south of the Somme.
In the Tou sector American flyers claim two German planes shot down in the last 24 hours with a third believed down. Capt. R. O. Bridgeman of Illinois credited with the first victory as the enemy craft fell in flames near Xiveny, though official confirmation is pending.
Three aviators attached to the Pensacola training school died in a midair collision above the clouds. The August 15 incident occurred over Pensacola Florida as the trainees were flying.
The five corps of the first American field army are organized under General Pershing to operate north of the Marne. Major Generals Liggett Bullard Bundy Reed and Wright command the corps in a force of about 80 000 troops each plus supporting units. Other armies are planned as 1 300 000 American troops sail for France.

Washington reports a plan to tax soft drinks at 10 percent for manufacturers producers bottlers and importers and 1 to 2 cents on fountain drinks. The proposal sets 2 cents per 10 cents for fountain sales and 1 cent on sales of 7 cents or less as part of an $8 billion revenue bill.
New York August 13 announcement of a 10 percent wage increase for all Western Union Telegraph company employees in the association recently organized by the company. The raise is retroactive to July 1 and covers about 45 000 workers.
A German report says Premier Lenine and War Minister Trotzky have fled Moscow for Kronstadt. The dispatch notes the Bolshevik government may depart Moscow with officials, and German ambassador Helfferich plans to move the embassy to Pskov amid fears for staff safety.
British airmen destroyed a large German Zeppelin in flames off the east coast after closing in on the airship at sea at daybreak. Royal forces reported heavy German air attacks with six motorboats lost, but no additional casualties.
Amsterdam reports Boris Danskio the assassin of Feld Marshal Herman von Eichhorn was executed Saturday.London reports German casualties on the Picardy front exceed 106000 as of August 13.

The Norwegian steamer Sommerstad, seized by the United States, was sunk by a German submarine off Fire Island yesterday. The loss was reported in Atlantic Port with confirmation of the naval action and location.
Senator Chamberlain cites a French authority claiming Germany can mobilize 1 000 000 men versus 20 000 000 for the Allies. Senator Reed warns a disaster could strand American troops abroad, urging fight to the end. Senator Borah calls Congress to reconvene to act on the man power bill and presses for timely reporting, while urging prompt senate action before recess.
Secretary Daniels commented on the theory that the United States collier Cyclops vanished in the Caribbean last spring.
