Springfield April 24. A riotous scene in the Illinois House as Speaker tries to gavel through the Lindly municipal ownership bill amid protests. Lindly describes amendments from Chicago figures and a conference outcome. Clerk pro tem Knolla replaces officials as disorder continues and requests to remove disruptive members escalate.
A chaotic scene in the House unfolds as roll call demands clash with speakers and chairs raised on desks. Amid shouts and protests, amendments are declared adopted in a raucous series of readings and floor chaos affecting the bill.
Sereen and Glade dominate the scene as a melee breaks out near a speaker with Werdell and Jade Rep in the center. The clash draws eight to ten members while the gavel signals a recess at 2:30 as the chamber remains crowded and heated.
In a charged session Gray faced calls to motion him out as ninety-seven members were tallied. Wilson and Sherman argued over constitutional status while Speaker Miller faced criticism. The municipal ownership bill was recalled and the Lindly to Mueller substitution advanced before Rinaker’s resolution urged a permanent reorganization and staged transition to the speaker.
In a tense legislative scene Speaker Miller returns to order to hear Allen report that temporary leadership was assumed during Miller's absence. Rinaker resolution adopted by 97 members. Disorder over Mueller and Lindly bills leads to a roll call attempt and a 5 p.m. recess.
The speaker denied outside efforts to push a bill and ordered a roll call on the proposition. Rinaker moved a five member committee to investigate who approached the speaker, the speaker concluded the vote and the house adjourned at 6 58 to 0 a m.
In Chicago April 24 a woman named Mia Hanley cites Justice Sabath urging wives to confront saloonkeepers after husbands return home intoxicated. She suggests wives smash furniture in saloons to deter liquor sellers, claiming legal protection and sympathy for wives, while journalists note aims to curb drinking. Separately, in Washington the Wabash railroad fights IC C jurisdiction over Chicago stockyards terminal charges, denying commission authority and opposing further hearings.
Bay City reports scarce rental houses priced six to twelve dollars a month as spring movers struggle to find homes. Builder supply is tight with none on either riverbank and remaining units slated for fall completion. Franklin Miss Nellie Stone and Walter Mc Courtney wed after seeing the match ad and plan to live in Missouri.
Newton Booth Tarkington author and legislator is ill at his Indianapolis home with marked typhoid symptoms. Doctors will determine the precise nature of his illness in a day or two, and every precaution will be taken.

Washington April 24. Poetmaster General Mayne summarily removed James M. Tyner assistant attorney general for the post office department. A letter cites sensational charges over the abduction of papers from Tyner’s office by Mrs Tyner who, with a safe expert, removed all documents from the safe and refused to surrender them to an inspector. Tyner was to retire May 1.
An explosion at the Northwestern Star Oil plant at Sixth Avenue in Minneapolis on April 24 killed ten people, eight men and two women, and injuring several others. Named dead include W H L Davis president HM Durrin general manager and Stanishius W Mitchell cashier among others. The cause is not yet known and the injured include Will Larson Charles Aaronson and Joe McGinty among several workers.
In Kenosha Wisconsin Judge B I Belden signed an order returning Kenosha State bank assets to Frank S Kemp of Chicago who will begin paying depositors to show solvency. Kemp supplied a full deposit bond and the receiver is discharged pending settlement. Previously examiners said only 5 cents on the dollar could be paid. Elkhart Indiana fire hits Egg Case plant owned by National Starch, loss about 10 000 and uninsured car losses. fire blamed on employee in excelsior room possibly smoking.
At 4 p m five organization men and five opposition members held a nearly three hour conference to reconsider yesterday's actions on the Lindly matter. A roll call on yesterday's amendments was set for this morning, reconvening at 6 50. Speaker Miller read a written statement denying any improper influence on a roll call for the Muelek traction bill.
The Iowa Central Railway re introduces Homeseekers Rates to Minnesota North Dakota Montana Idaho Washington Oregon and other western points. Rates are one fare plus 2.00 for round trip with 21 days limit from sale date. Valid on first and third Tuesdays of April May and June 1903. F R Cochrane of West Virginia who recently challenged local board of trade member Harry Stratton to a pistol duel has replied saying fighting with bare fists would be beneath his dignity.

A telegram to the circuit attorney reports Mrs. John A. Lee of Chicago saying the lieutenant governor will be in St Louis today. Mrs. Lee and her husband had met with Circuit Attorney Volk and Attorney General Crow after a Chicago consultation.
Pendleton Ore April 24 G P Alvord of Grant Nebraska died in a local hospital after being found unconscious on a west bound passenger train Saturday evening. The coroner says Alvord died from poison and he is described as a wealthy man.

Madison Wisconsin April 24 The board of regents has promoted Dr C K Leith from assistant professor of geology to full professor and elected Dr N L Fenneman of the State University of Colorado at Boulder to full professorship.
William K. Van derbilt has returned to Paris after a hurried London stay linked to securing a special marriage license. The affair has sparked much discussion about the possibility of issuing such a license.
The report notes that the archbishop of Canterbury may refuse to issue licenses and that delays may arise if documents are required. It mentions no application yet from Van derbilt and outlines parish residency rules for divorce licenses, including three weeks residence and three Sundays in church, plus French-format requirements.
Aaron Bark a Muhlenberg County farmer died at home and was later found to be Mia Pred Geen from Massachusetts who had lived twelve miles west of Madisonville in men’s clothes for thirteen years with a daughter Darrell. Neighbors learned of her home and disguise before death. In a separate incident two white men J A Leek and H Harris were wounded and a Black man known as Roxy Jones killed in a Big Four railroad area after Jones fired on them.

The United States circuit court of appeals rules bankruptcy filing transfers control of bankrupt property to the trustee for creditors, equivalent to execution. Alexander Rodgers, a May 1901 bankrupt seed merchant, led to Chicago Title and Trust Company becoming receiver and trustee. Warehouse receipts secured loans. after adjudication, holders contested trustee possession, but the court upheld the trustee's title and rights to pursue property interests for creditor satisfaction.
The Interstate Commerce Commission ruled that grain and grain products rate increases are not justified and outlined readjustment steps by May 15. In the Procter & Gamble case the commission found against the railroad for improper less than carload classification changes. A separate Sioux City item reports Sol Roberts skeleton found near Anderson’s place, matching Descriptions from 1870. Springfield, Illinois notes Edward H.
