At Versailles the Big Four failed to break the deadlock on Italy’s demands as Premier Orlando plans a Rome address. France Britain and the United States share views, while Italy seeks gains from the London pact including Rome and much of Dalmatia.
The steamship Zeppelin arrived in New York carrying 1650 American soldiers and flags of the United States and the allies. Built in Germany for North German Lloyd, the ship covered Brest to New York in ten days, a notable maiden run. An American crew commanded the voyage with seven German naval officers aboard to aid adaptation.
Paris dispatch reports Marshal Foch stating in interview that peace must be the peace of victors, not a peace of the vanquished. The Daily Mail correspondent quotes the remark as part of postwar diplomacy discourse.

Captain E F White, an American Army aviator, flew 727 miles at 106 mph in a De Haviland 4 from Ashburn field Chicago to Hazelhurst Mineola New York. The 6 hour 50 minute journey carried mechanic H M Schaefer and earned the Aero Club of America medal of merit for proving air transport speed.
Captain White piloted an army plane numbered 80 130 in a high altitude circuit from Chicago to New York. He stayed above 10 000 feet for most of the flight and reached 12 000 feet at times before landing near Mineola. Officials spoke of perfect conditions and smooth operation while the pilot remained reticent.
Cincinnati April 21 Des Moines Iowa was selected as the next meeting place for the general conference of the Methodist Episcopal church at a session of the book committee. More than nine cities invited the conference which begins May 1 1920.
Count Ottokar Czernin, former Austro-Hungarian foreign minister, was arrested Wednesday by German Austrian authorities as he tried to cross the Swiss frontier at Feldkirch near Buchs.

Des Moines April 21 The lower house approved the measure granting women the right to vote for presidential electors by 84 to 2. The senate had passed it earlier and it now goes to the governor for approval.
