Washington April 7 The Cuban question shows improvement as Spain appears ready to relinquish sovereignty in Cuba Americas onlookers report. White House embassies and legations including the Spanish legation reflect a calmer mood with Fenor Polo conveying guarded optimism about recent developments and official readings.
Washington reports relay H S Rubens, counsel for the Cuban junta, says the provisional government and army would reject US intervention unless Cuban independence is recognized.
