Washington April 5 Congress delays action on Cuba until Wednesday awaiting the president's message. Senate and House foreign relations committees take no action as Republicans refrain from initiating and Democrats avoid pressing. The Senate panel favors a resolution declaring independence and intervention with blame on Spain for the Maine destruction.
Suators and representatives who called on the president yesterday conveyed an impression that the coming message will declare for Cuba's independence. Apart from a plan to purchase ten steamships for auxiliary cruisers, no new military or naval developments emerged.

Dr F L H W Vines led the expedition with Sergeant Batty in charge of the 300 tents and gear. A telegram urged immediate food clothing and coffins for victims and noted about thirty lives lost and property damage likely over 200000. A Mount Vernon Indiana dispatch listed drowned names from Shawneetown reached by tug Isabella.
