Pennsylvania library plan would boost state service levels
A state library commission proposes 5 million dollars yearly, 6000 volumes per library, 27 districts, and three regional centers to raise per capita spending from 83 cents to about 2 dollars, plus promotions and pilots to prove value. Warren County would gain a large regional library and expanded staff.
