Civil Service Upholds Captain Hartwell Willey
The Warren borough council learned at its Monday meeting that Fire Captain Hartwell Willey was upheld by the civil service commission after a June appeal. The panel found he was divested of his rank unlawfully and advised the borough to respect his authority.
