Financing Plan for State Library Aid Across Pennsylvania
The proposed program seeks state financial assistance for four library levels local central regional and four major research libraries. Local aid would require a minimum 1/2 mill levy with $.25 per capita, plus potential state equalization to reach $1.25 per capita. Central service would extend to larger districts with $.25 per capita, contingent on meeting standards. Regional centers would open service beyond normal boundaries with other conditions. Four research centers would each receive $100,000 annually with a five year leeway to meet local funding and standards.
