Kinzua Dam linked to private report in water diversion study
The Army cites a private study by Tibbetts Abbott McCarthy Stratton assessing five Morgan diversion plans as alternatives to the Kinzua Dam near Waterboro New York. The report finds the authorized project cheaper and less disruptive, with several plans diverting floodwaters to Lake Erie and impacting tribal lands. Colonel Smyser recommends continuing work on the authorized Allegheny River dam project.
