Farmers inquire about the dog tax law from the General Assembly. Owners must license each dog six months old by January 15 with fees varying by sex and spay status. Licenses, metal tags, and penalties are outlined. licenses may be issued by county treasurers or justices of the peace.

Washington September 13 The meat packing industry urges a licensing system under the food administration to curb hoarding and stabilize prices. Packers representing about four score meet with Herbert Hoover to discuss boosting livestock production and moving herds to better feeding districts. Carl Vrooman calls increased livestock a military necessity and a sound business move to prevent waste and meet global demand.
General Alexieff strengthens Kerensky by naming chief staff and reinforcing Petrograd command. Russian forces press Riga sector and Roumanian fronts, report setbacks for Korniloff's revolt, and claim renewed offensives against Austro-German positions with captives and captured heights.
The war across France and Belgium remains comparatively quiet aside from ongoing reciprocal artillery bombardments. In the Austro Italian theater Austrian assaults on Monte San Gabriele earned only slight gains before being checked by Italian defenses.
A massive natural gas blast at the Edward Wren Co department store in Springfield injured several people. Firefighters and doctors rushed to the basement scene as flames broke out but were contained. No fatalities reported among the injured.
Hazleton announces an application to file for incorporation on September 14 before the Governor in Harrisburg. The new anthracite operation will own land in Butler valley near Hazleton, located on the outcrop of a coal strata stretching toward Upper Lehigh and Hollywood on the sixth mountain.
San Francisco ironworkers from the Iron Trades' Council representing 25 000 members voted to reject a wage scale settlement proposal. The plan would have submitted the dispute to the national council of defense for arbitration.
Washington report states a bill by Senator Hollis passed the Senate authorizes appointing one more federal circuit judge in the First and Fourth districts and ensures an extra judge for the New England district and for North Carolina, expanding federal judiciary capacity.
