Gen Grant, visiting Canada, confronted an Englishman who praised the South and Davis. Grant argued for impartial trial and punishment if convicted, remarking he had met many who distrust the North. The exchange ended with the Englishman leaving in embarrassment.
The reconstruction convention of Alabama voted 58 to 34 against repudiating the rebel state debt. The writers express a hope for a stronger 80 vote in favor of paying the national debt.
In Montgomery on Sept 23 the Alabama Convention voted 28 to 30 to abolish slavery and approved a six district plan for Congressional representation.
