Circulars Reasons for adopting the School rules were requested for distribution to county and local teachers and boards. Sets of schedules and circulars were to be sent to the County Superintendent, with samples of textbooks. The Union series have been adopted in different localities. Demorest contests have been held. Loyal Legions and Temperance Schools have been organized. Various school departments have held half day public temperance exercises. At the annual meeting fifteen Loyal Temperance Legions with 633 members are active across Warren County. Eight new legions organized this year and three more unions promised. A grand rally was held August 28, 1890 in Warren with about 300 children, banners and a varied program. Bands of Mercy formed in several legions, Kinzua band exceeding 90 members. Superintendent Renwick conducted seven union visits and sent 86 letters and 15 cards.
Mrs. M. Morrison, Superintendent, proposes a plan to place literature in every home and far reaches of the county. She suggests appointing women in Union areas and other locations to manage and oversee distribution with a supervising chain to expand the literature department.
