Waters rise across Warren County flooding the South Side East End and West End two miles long. Interurban trolley service nearly stops and city lines suffer heavy damage. Oil tanks tethered to keep from drifting. Citizens form police patrols to guard flood districts.
High winds and floods drive residents from flats and homes across Warren County. West End streets flood, mills and factories suspend, ferries operate to move people, and repairs lag as water levels reach new highs with hundreds displaced and damage tallied into the tens of thousands.
Fire rekindled in Dayton flooded district engulfing blocks near Second to St Clair streets. Rescue crews housed about 3,000 refugees last night while 65,000 are cited as marooned in homes and businesses as flames endanger the National Cash Register area.
Large stretches of the Warren Jamestown traction line are washed out as many viaducts floodd and water covers the roadbed. Service resumes later between Stillwater and Jamestown while cars operate on Liberty street West End and Pennsylvania Avenue routes near Glade. The race bridge floods and Covert's barber shop is endangered.
Relief trains rush toward Dayton as official tallies place deaths at 800 and property damage around 100 million dollars amid destructive flooding.
Strenuous efforts are under way to move residents from danger zones and salvage belongings. Boats from North Warren were moved to the West End to shuttle people and supplies through flooded areas. If the river rises further, the electric plant may be forced to shut down, leaving the city in darkness. Police Chief Berdine says officers will augment efforts as needed.
