Warren City Council Elects Street Commissioner in Ballot Vote
In Warren Pennsylvania on March 10 1890 the adjourned council meeting elected a street commissioner after three ballots with Waid Brann Werle receiving votes. The council adopted a resolution to study police duties and approved paving ordinance for Second Street. Fire department issues included hose delays and engine condition. Borough Attorney Schnur argued the lawful council number is six.

The annual report lists 2 010 total admissions since opening with 1 078 males and 932 females. Of all, 988 were discharged restored, 362 improved, 225 stationary, and 428 died. At year start 686 patients. 138 males and 86 females admitted. year end 371 males and 336 females. Erie county leads with 307 total patients, Crawford 287, Venango 132, Warren 164. Laborers are the largest class at 449, followed by farmers at 274 and their wives at 107. Medical professionals number 12, lawyers and clergymen equal in brain trouble cases. only one student in the asylum. 394 patients have no occupation.
