Albany May 19 1863 officers of a public meeting transmit resolutions urging loyalty to the Union and condemning military arrests while defending constitutional rights. Lincoln replies June 12 1863 noting support for constitutional measures to suppress rebellion and outlining the president's view on habeas corpus and military arrests in rebellion.
