County Superintendent outlines school reform plan and progress
Byron Sutherland reports efforts to raise teaching standards and shift to a single Sept start term. County attendance rose from 78 to 85 percent by June 1 1874, with daily attendance up to 4442 from 4215. Proposals urge merit-based pay, firing incompetent teachers, and September term start, citing health and attendance concerns with two summer terms. The Teacher's Institute at Warren drew 30 percent more teachers, with notable speakers and county officials participating.
