Provisional Certificates Limited to One Year for Teachers

The West Chester Jeffersonian argues that county Superintendents may not extend provisional teaching certificates beyond one year. To teach next year, teachers must reapply via examination. Many neglect annual exams, and directors sometimes pressure endorsements of old papers. The piece urges any intending to teach to attend exams and not rely on endorsed, legally worthless certificates.
