Lieut H D Wise of Company F Thirteenth regiment escaped death during a kite experiment on Governors Island. Three large kites attached to a half inch rope caused chair and pulley cords to snap when the lowest kite broke. The kites landed torn on Fort Columbus parapet before Wise could climb. If the kite had not failed at that moment, Wise, son of ex Gov Wise of Virginia, would likely have fallen to his death.
