Food Program For The Coming Twelve Months

It argues that victory in 1919 requires three and a half million troops in France with vast equipment, continued allied cooperation, and shared sacrifice at home. Despite droughts and lower yields in some cereals, the plan projects a 5,720,000 ton increase in food supplies over last year while preserving national health and strength.
