The appropriation is in addition to 15 000 000 000 estimated by Secretary Baker to the military affairs committee.
London reports German artillery bombardment of British positions with no new infantry assaults. Night activity noted in the Somme Valley Albert sector Locon Nieppe Forest area. Paris notes Macedonian front shelling Italian troops at Hill No 1050 in Monastir sector.
Three Americans crossed No Man's Land in the Luneville sector to locate a sniper nest. They killed a German officer and four soldiers, seized the officer’s papers with enemy code details, then withdrew as reinforcements arrived. A later patrol of 235 men crossed the area. outcome unknown.
London May 13 labor member of the war cabinet George N Barne proposed a federal home rule scheme with five parliaments in England Ireland Scotland and Wales plus an Imperial Parliament for the United Kingdom. He said separate parliaments on a states assembly system would address the Irish problem and postwar social and industrial issues. The plan was published in a Welcome address to a British labor delegation returning from America.
The Overman bill starts its second journey in Congress as the House takes it up for consideration. The administration hopes to push it through the House in under a week after three months since Senate passage, with Democratic leader Kitchin predicting a decision in two or three days.
Paris May 13. To curb advance meat purchases the government issues a decree prohibiting buying more than 200 grammes of meat on Tuesdays as part of meatless day orders.
