President Wilson plans to take the league issue directly to the public after returning to the White House following a thirteen week absence. He expresses confidence that Americans will rally with practicality and unity in support of the Constitution.
Washington February 25 A large crowd at the depot greets President Wilson on his return from Europe as he plans one more public appearance and a possible address to Congress before sailing again on March 5. He urges league of nations support and holds a reconstruction conference with state governors as he continues to push public endorsement.
Berlin reports Mannheim has been proclaimed a republic by Spartacist forces isolating the city from the outside world. Baden’s radicals declared a republic previously with Werl sruhe fortifying. Munich workers and soldiers form a republic council and a revolutionary court is established. Dr Muehlen of Krupp is rumored as foreign minister.
Rockford Alabama February 25. An investigation continues into a wreck on the Chicago Milwaukee and St Paul near Rockford last night. Victims include Farry B. Smith of Janesville Wisconsin and E Corcoran of Beloit Wisconsin. Fifty injured many seriously. A defective rail is suspected to have caused the coaches to leave the tracks.
Washington February 25. The national committee plans to name Homer S. Cummings as Democratic chairman though supporters of Joseph Guffey push for him. The move is seen as showing presidential influence, with Cummings favored for interim duty until the next presidential candidate choicMany committee members prefer Cummings but debate continues about time and party backing.
The House adopted the conference report on the uniform bill without a record vote. The measure authorizes ownership of uniforms for discharged soldiers sailors and marines and provides a five day mileage allowance including railroad fare to homes. The report moves to the Senate for adoption.
Copenhagen Feb 21 Numerous arrests of former Hungarian officials including ex Minister of Commerce are imminent in Budapest on charges of complicity in a counter revolution a source from that city told Tidende today.
Dayton dispatch reports Robert Tamplin of Indianapolis brought to Dayton by aeroplane to answer a $45 embezzlement charge from a laundry firm. He was held for the grand jury. Pilot and crew described a smooth flight with no trouble.
The transport Siboney carrying about 5 000 homecoming troops the hospital ship Comfort with 750 and the Madison with 2 500 along with the battleship Ohio 750 have sailed and are due in New York March 4 and Newport News March 1 according to the War Department this afternoon.
Paris February 25 The International Commission on labor legislation held its thirteenth meeting Monday afternoon. It considered articles of the British draft and the question of economic penalties on the state failing to carry out obligations under the International labor convention, an official communiqué said.
The measure appropriates a bonus of 60 to every service man upon honorable discharge. The bill received the president's signature shortly before midnight and becomes effective immediately.

In Boston, February, twenty five militant suffragists arrested for a planned demonstration refuse to answer charges. Judge Goister orders the trial to proceed as a pale National Woman’s Party member pleads not guilty and demands a public hearing. One defendant is fined five dollars and held for a March 2 hearing.
Stockholm reports General Ludendorff, long hidden in southern Sweden while writing a war book, has departed for Germany. Amsterdam dispatch notes martial law declared at Gratz Austria-Hungary due to riots.
Harrisburg Pennsylvania reports a dry measure clear that joins other prohibition states as the Senate passes the resolution to ratify the constitutional amendment by a 29 to vote. The House previously approved the measure.
Five of eleven Spaniards arrested in Philadelphia on suspicion of plotting to kill President Wilson remain in custody. Six others were released after hours of questioning. Officials say a planned demonstration against the President was being hatched and that twenty delegates were to attend a New York meeting where two men were to be chosen to attempt the assassination. Evidence included Spanish language papers and letters found in the prisoners' rooms.
