Paris February 14 The Lettish government plans to send three delegates conditional on the withdrawal of Bolsheviki troops from Latvia. Estonia states its independence from Russia and asks representation at the peace conference, noting Allied recognition. Delegates would attend the R-Almed parlor on Princes Island in the Sea of Marmora.
London February 13 Bolshevik forces facing the Allies on the Archangel front in northern Russia attacked Kadish on the 11th but were driven back Advices from Archangel say the Bolsheviks are advancing against their Siberian opponents The Bolshevik army of about 23000 men on the Archangel front is well equipped with 151 machine guns field guns and a nine inch piece A new Bolshevik commander in chief has been appointed on the northwestern front to standardize the army Aviation schools have opened The army has been compelled to cut its bread ration by half
Washington reports Secretary of War Baker submitted recommendations to Adjutant General Harris for reform in treating federal prisoners after a Fort Leavenworth disciplinary barracks report. A committee split inmates into two groups sincere objectors to all war and those opposing only this war. No discharge justified for either group at present.

Chicago telegram reports Red Cross officials took up the case of Daniel H H Tolman an 18 year old Great Lakes sailor to claim a share of the late Daniel H Tolman fortune. The estate is variously estimated from 6 000 000 to 65 090 600 dollars. Tolman says his father was disowned by his grandfather for an earlier marriage and that his mother died when he was 13. He says he has wandered since and recently learned of a search for the missing heir. He gave power of attorney to Philadelphia lawyer Philip H Herman but the Red Cross rescinded that authority and now aids his claim.
