Washington Aug 21 The President proclaims Sept 12 as the nationwide registration day under the manpower bill extending draft ages to 18 45. The bill aims for 4 090 000 troops in France by mid next year while acknowledging exemptions for non fitness alien allegiance and essential civilian workers. The act was signed with leaders of both houses and delivered to the White House.
