Lexington, Tenn. April 23 Berry Noyes the Black person who struck and fatally hurt Sheriff W E McBride last Saturday is dead here today a victim of mob conflict. A mob seized the Black man and died in the related incident in the courtyard.
London reports British auxiliary vessels and six old cruisers filled with concrete blocked Ostend and Zeebrugge in a raid on April 23. Admiralty called it a reasonable success with full details pending. Washington anticipates a broader Allied naval push aimed at crippling German U boat operations. Belgian forces meanwhile claim a clear victory near Ypres with Belgians repelling a German attempt to seize Bixschoote and threaten the Ypres salient.
London reports Germany has sent an ultimatum to The Hague after war threats. The British foreign office monitors the rift with Holland, citing two grounds for German pressure: Holland's favorable stance to the Allies over sand and gravel shipments and allowing Allies to use its mercantile fleet. Ottawa Ontario April 23 An order in council approved last night by the Canadian Parliament plans for the registration of all citizens over 16 by end of June. Those who fail to register may be fined or imprisoned and lose voting rights, salary, board and lodging, or travel tickets. Employers paying a defaulter’s salary incur the same penalty.
The Military Affairs Committee suspended action on Chamberlain's espionage bill after President Wilson publicly opposed it. Hearings will be postponed indefinitely as the measure loses momentum and support wanes.
Washington April 23 Senator Chamberlain drops the measure to join the United States to a magnify zone and empower military authorities to punish spies. President Wilson opposes the bill and Congress will not pass it. Hearings postponed. Brandegee seeks constitutional opinion on its legality. Leaders promise greater DOJ effort with sabotage and espionage bills moving to the President or awaiting action. Senate and House differences on the espionage bill are being smoothed.
British forces expanded lines in the Albert sector and along Wytschaete on the Messines Ridge, claiming sixty prisoners. Raiding activity rose on the southern flank of the German salient east of Amiens as both sides mass troops. German raids between Lassigny and Noyon failed. French and German prisoners were reported.
Mrs. Norman De R. Whitehouse, who served on the committee on public information, has returned to America aboard a French liner after spending time in Switzerland.
Washington April 28 The war department released an overnight casualty list naming forty three American soldiers. Only two killed in action, one died of wounds, four died of disease, nine wounded slightly. Names include Kane McGaffigan Ploof Court ney Lyeth Payne Bybe and many others. Casualties cover various ranks and units with multiple listed as wounded or ill from pneumonia empyema and other causes.
Secretary Baker told the House military affairs committee that Generalissimo Foch said American soldiers are the equal of any fighting man in Europe. Baker expressed enthusiasm for U S troops on the western front, noted no recommendation yet, and said the Allies expect the war to end sooner with American help. The remarks were shared in a behind closed doors session.
