Paris April 14. Australian and New Zealand peace delegates led the opposition that blocked Japan from inserting a racial equality clause in the League of Nations preamble. American delegates sided with the majority, while Britain and France faced internal divisions over the issue. If Japan raises the amendment again in a plenary session, it likely will meet strong opposition from the same sources.

Washington reports Second Lieutenant Frank Luke a daredevil flier battle with eight German planes after attacking a German balloon. He destroyed balloons, engaged rivals, was wounded and killed after landing behind enemy lines. Luke's home was Phoenix, Arizona.
Count von Brockdorff-Rantzau says Germany will urge President Wilson to safeguard its colonial interests at the final peace conference. He argues Germany must not be penalized vindictively and seeks American support for postwar reconstruction, stating the new constitution mirrors the U S model and American aid is essential.
The Victory Fleet of the U S Navy slipped into the harbor ahead of schedule. Planned formal welcomes for Tuesday were disrupted by the surprise arrival. Crews of arriving ships were met with noisy acclaim from the harbor crowds.
New York dispatch reports seven large troopships loaded with soldiers and sailors arriving in New York Bay.
