Woodway voters rejected all four bond propositions, 944 ballots cast. Water and sewer measures drew the most support but failed overall, including a 43 vote short on septic hookups with Waco sewer. City taxes and future revenues discussed amid criticism of past bond use.
The Waco city council approved a 8.448 million dollar budget for 1966 67 with no tax increase. City Manager Elmer Roberts Finance Director David Smith and Budget Director Buz Sawyer assured no tax rise and no valuation increase. The session included zoning actions urban renewal approvals data processing for tax records a drainage relief petition and various ordinances and resolutions.
In Diball East Texas half of the town police force quit, leaving only one night officer after a two man unit faced a full night shift vacancy. The sudden departure emptied the night duties and disrupted city safety.
Waco Independent School District to manage city records under a city council backed trade. The UNF VAC system already handles tax rolls with a larger machine bought for 80 000 dollars. Plans cover school and city tax, payrolls, water bills, street investments and traffic court records, with police data excluded due to 24 hour operations.
The city introduces Niki the police dog with handler J B McBride, a specialist in burglary cases. McBride trained at Eldorado Arkansas, joined by H B Sullivan, an experienced dog handler with a record of catching burglars using dogs. Sullivan’s cases include 21 arrests at various local sites.
The 1966 Waco annual budget, presented by City Manager Elmer Roberts, funds capital improvements totaling 796 397 dollars including street, water, sewer, and fire projects. It projects total available funds of 10 326 197 dollars with expenditures of 8 448 014 dollars and includes a general pay increase for city employees and funding for library books and police and fire enhancements.
