City Manager B K West outlined plans to build a ground level storage and cooling tank to lower outbound hot water by about 30 degrees. The project requires a rate increase from $1.80 to $2.00 and a short term loan from Bellmead State Bank repaid from water and sewer revenues.
Brig. Gen. Thomas J. Hayes outlined the Army Corps of Engineers role in NASA and Air Force space efforts to 300 plus attendees during National Engineers Week in Waco. He cited ground support facilities, missile programs from White Sands to Cape Kennedy, Apollo lunar support, and Moon mission studies as evidence the Corps is the backbone of current space infrastructure.
The Texas Highway Department in Waco announces home interviews for the Waco Urban Transportation Study. Interviews target one in eight dwellings within a five mile study area and involve trained women interviewers. The study is a joint effort with City of Waco McLennan County and the Bureau of Public Roads.

Braniff International Airlines will host Miss Mollie Lupe, a travel expert, for a public talk at N Junior High School in Waco on February 27. She will discuss travel plans to the New York World’s Fair opening April 22 1964 and present a color movie and slides of the fair as it rises near JFK Airport.

Rice planned to run for Mart precinct constable. Sullivan will not receive a refund of funds advanced to the Democratic chairmen to place his name.
The Waco Go edition will be the most complete edition printed by the Citizen with a huge two page map showing new roads and highways. It includes a city section and a year end report for which the city paid the Citizen $1,578.59, with the information being printed free by the newspaper.

K. C. Jones Sr a tax preparer in Houston was sentenced by Federal District Judge Allen B Hannay to two years in prison on one count and a 13 month sentence suspended for four years on supervised probation for aiding in the preparation of 10 false returns. He pleaded guilty February 7 to two counts after being indicted last January for fraudulent exemptions and non existent deductions.
