Checker Reports on City Books Audit Highlights Several Reforms
State examiner H. J. Streff audited the city clerk’s records for April 1 1987 to March 31 1988 noting few suggestions. Recommendations include simplified receipt and disbursement records, improved ledger sheets, and council approval of claims before warrants. Several issues were found including improper bond premium payments and unpaid pool hall fees. The report urges library board reporting and warrants rather than drafts, and contemplates discontinuing library tax if duties aren’t fulfilled. The city remains in good financial condition with substantial cash in electric and utility funds.

Hidden taxes raise Iowa consumer costs, survey finds
A National Consumers Tax Commission report shows the average Iowa family pays 17 percent of income in taxes via hidden levies built into prices. The study, led from Chicago and circulated by Iowa member Mrs. Charles Stephen Hickman, cites annual local state and national tax burden of 161 million dollars with weekly family income around 28.34 dollars and a weekly tax contribution of 4.98 dollars. It notes most residents feel tax free due to lack of direct levies, while households as consumers bear a larger burden through consumer prices. The commission’s Iowa units are active in anti hidden tax efforts across the state. In Estherville, the Veterans forget-me-not sale by Service Star Legion Inc. supports crippled World War veterans via a drive endorsed by Gov. Kraschel, declaring Forget-Me-Not Day on Oct 15, 1938 to aid Disabled American Veterans.
