Bryan Proposes Amended Arbitration Rider Adopted

At a session of the Interparliamentary Union in London on July 45, William J. Bryan backed an amended rider to the model arbitration plan. The clause requires parties to seek an international inquiry or mediation before hostilities if disputes fall outside submitted cases, aligning with The Hague’s peaceful settlement rules. The amendment, praised by Bryan and former Austrian Minister von Plener, expands arbitration to cover national honor and aims to prevent wars by delaying conflicts until fact-finding can occur.
