New Registration Policy For Draft Class One
Washington January 3 Provost Marshal General Crowder presents to Congress a policy limiting the army to those listed in class one of the new questionnaire and suggests adding men who turn 21 since June 5 1917. He estimates a yearly addition of 700 000 men from future eligibles and proposes a state by state analysis of manpower without singling out any class. The report includes maps and cost figures per state and notes ice production preparations for next summer. Military doctors approve tobacco for troops to calm nerves at the front while clergy oppose it.
