In Estherville Iowa on August 17 1923 a joint meeting of the boards of Emmet and Palo Alto counties was held. Present were L J Mulroney John Rehm Andrew Suss John Wagner J Dorweiler Roy B Felkey Frank Hil dreth J L McDonald I J Robinson. Absent Wm J West. A petition from landowners in Joint Drainage District No 21 asked for cleaning and repairing open ditches and substitution of tile drains where economical. The joint board adjourned to August 24 1923 at 9 am to meet at Hoping Emmet county Iowa.
